2 May 2018 - Public testimony on School Construction Mitigation Fees
Last night, I testified in favor of raising School Construction Mitigation Fees - basically, the School Portables Fee. I appreciated everyone that came out to the hearing on this issue, but we weren't alone. The local building community paid lots of people to attend. Let this be a lesson to us all. When we feel strongly about these issues, we need to attend and have our voices heard. You can be sure that the other side will! EXCERPT: The issue before you is very simple. The development community demanded this option to build into over-crowded school districts. It's now your responsibility to ensure that they honor their agreements. Every new home paying out of date fees puts us further and further behind in paying for new schools. Either update the fees or stop building into those over-crowded school districts. 14 March 2018 - Livable Frederick and the "White Blob" over Monrovia
At County Executive Gardner's Town Hall meeting on the Livable Frederick Plan, I aired one of my chief concerns - how the "pipeline" has been handled in this process. The pipeline represents all of the currently approved homes in the County. Yes, that includes all of the flurry of approvals by the last BoCC - in fact, that represents nearly all of the pipeline. We know how many of those approvals were bad decisions - too many homes, with too few schools, and inadequate roads. So it's always bothered me that the Livable Frederick process simply accepted those decisions and then tried to plan around them. |

To the Plan authors' credit, they acknowledge some inconsistencies between parts of the pipeline and the Plan. That's an understatement, but so be it. However, we really don't know how those inconsistencies might be resolved. Nowhere are those inconsistencies more evident than in the white blob over Monrovia, shown in the graphic. That white blob is both a representation of the pipeline and is a symbol for growth to come. So I reminded the County Executive and her staff that the justification for that blob - Monrovia Town Center - had been wiped away by the Circuit Court. I don't think it's appropriate any longer. More importantly, going forward, if that white blob stays in the Plan, than it will be an attractor and a justification for future growth approvals in the area. This would be despite the recognized issues with MD 75, including its current limitations for handling large volumes of added traffic, and the costs associated with rebuilding the roadway to fix that problem. In different parts of the plan, they actually recognize that issue - yet, the white blob persists.

13 February 2018 - County Council Public Comment on Urbana & MD 80
While I was at the Council meeting, I took the opportunity to impress upon the Council members, including District 2 Council member Tony Chmelik, the challenges faced every afternoon trying to go eastbound on MD 80 through Urbana. I know that there are developer plans to widen the road but no one will say when. I've actually been engaged with the County on this issue and plan to provide more information soon. In the meantime, I want the Council to pay more attention to the situation. You can see my comments in the video here. |

13 February 2018 - County Council Testimony Supporting the DRRA Bill
Excerpt: Listening to some people speak, it’s a wonder that any homes were ever built in Frederick County without a DRRA. You would think that we’ve always had these DRRA contracts and it’s why all of us have homes today. That seems to be an unstated rationale for some of the letters I’ve read and speeches I’ve heard. For these people, DRRAs have become the unquestioned default on residential development issues. Well, I for one, question that assertion. I look at DRRAs a bit differently. They aren’t the norm. They’ve been an aberration. For a brief 2 year period, we saw that last BoCC rush through 14 of them into existence. Prior to that, there weren’t any DRRAs. Since then, there haven’t been any new DRRAs. Yes, all of this argument is over a tool that was hopelessly abused by four men over a brief 2 year period of time.
